How does it work? Google tracks behavioral signals: if a site suddenly receives a spike in interest — it means it has become relevant. The algorithm reacts to the growing attention and starts pushing the site's rankings up for all queries it already ranks for.

Almost any — you can push from beyond TOP-100, but the effect will be unstable and rankings will most likely roll back. Ideally — sites that already have stable rankings in the TOP-50. Sites that are stably in the TOP-30 are easiest to push to TOP-3.
